Czynsz administracyjny: the cost the listing price leaves out

Updated

Czynsz administracyjny is the building's monthly service charge: money paid every month to whoever runs the block of flats, on top of the rent you pay the owner. Polish listings usually leave it out of the headline price, so the price you see is rarely the price you pay.

Three payments, three Polish words

When you rent a flat in Poland, your monthly cost is usually made of three parts:

Watch out for one word trap. In everyday Polish, czynsz on its own can mean the rent or the service charge. If a listing or a landlord says "czynsz 520 zł", ask which one they mean. A simple question in Polish:

Czy czynsz administracyjny jest wliczony w cenę?
Ile wynoszą media miesięcznie?

This asks: "Is the service charge included in the price? How much are the utilities a month?"

What the service charge usually covers

Every building sets its own charge, so the list changes from one block to the next. It usually pays for:

Newer buildings with lifts, a garage, a reception desk or security staff usually charge more. If the service charge includes advances for water or heating, it can change after the building settles its yearly costs. So ask what your flat's charge includes, not only how much it is.

Why listings show rent without it

Portals sort and filter listings by the headline price. A lower headline number appears in more searches and looks better next to other flats. So many owners and agents put only the rent in the price field and mention the service charge in the description, for example "+ czynsz administracyjny" or "+ opłaty" (plus fees). Sometimes it is not mentioned at all, and you learn about it at the viewing.

The result is the same for you: two flats with the same headline price can differ by hundreds of złoty a month.

A worked example

A two-room flat of 47 m². The listing headline shows 4 200 zł.

What you payPolish termPer month
Rent to the ownerczynsz najmu4 200 zł
Building service chargeczynsz administracyjny520 zł
Utilities (estimate)media130 zł
Your real monthly costrazem (total)4 850 zł

The flat you budgeted at 4 200 zł costs 4 850 zł a month. That 650 zł gap is why you should always compare flats on the total, not on the headline.

What the law says

The main law for tenants is the ustawa o ochronie praw lokatorów (the Tenants' Protection Act). It does not define the word czynsz. It does separate rent from "fees that do not depend on the owner" (opłaty niezależne od właściciela), such as utility charges. It also says that, besides rent, a landlord may charge only those fees (Art. 9 ust. 5 and Art. 2 ust. 1 pkt 8). The Act does not say where a building service charge belongs in that split. So read how your umowa najmu (lease contract) names each payment, and make sure every amount you will pay is written in it.

Two more points matter for your money:

What to do

  1. Before a viewing, ask for the amount of the czynsz administracyjny and the expected media.
  2. Ask what the service charge includes: water, heating, rubbish collection?
  3. Ask how the media are paid: as a zaliczka (a fixed monthly advance) or by meter, and when the rozliczenie (the settlement against actual use) comes. The FAQ answer on media explains both words.
  4. Ask who pays if a settlement arrives after you move out.
  5. Get every amount written in the lease.
  6. Set your budget on the total, not on the headline price.

Questions about czynsz administracyjny

Can the czynsz administracyjny go up during my lease?

Yes, it can change. The housing community or cooperative sets the charge and can change it, for example after the yearly settlement of heating or water costs. Whether your own payment changes depends on your contract, so check how it says such changes are passed on to you.

Is czynsz administracyjny part of the rent?

No. They are two separate payments: the rent goes to the owner for the use of the flat, and the service charge goes to whoever runs the building, usually through the owner. A listing that says "4 200 zł + czynsz" means you pay both. Some contracts fold both into one figure, so read how yours names each payment.

Does the bot include czynsz in the price it shows?

Yes. Chata Hunter adds rent, czynsz administracyjny and estimated media into one real monthly figure, and lets you filter on it. Treat the utilities part as an estimate, and confirm the real amounts with the landlord before you sign.
